The last ten years have seen improvement in the
understanding of disaster risk reduction, especially at the policy level. However, efforts on the ground have not
yielded results beyond efficient evacuation.
We can count achievements under awareness programmes,
trainings and installation of heavy duty infrastructure, but the actual shift
in attitude of people as not really taken place. There is an acute need of this cultural shift
to be better prepared in a sustained manner.
Local authorities still do not have the full
understanding of what it takes to translate good policies into local action and
results on the ground.
