The detrimental effects of the 2006 Tsunami have somehow
intensified the need for more disaster risk preparations initiatives at the
community level. Over the years, it paved the way for international
institutions and national governments to recognize the important role of the
communities as first responders to disaster events before, during, and after
they happen. However, there is still a need to strengthen coordination between
national government and local governments in order to optimise and effectively
utilise available yet limited resources in reducing disaster risks.
