I have been associated with two major tragedies in India and
SAARC - one is Tsunami and the other is Union carbide Bhopal.
In both situations, there were no proper HH level data for
comparison. This cannot
be achieved at the time of a tragedy. it needs to be kept ready at collector office
or corporation offices in advance so that we can ensure that non-risk population and/or
same families do not get more than their share of benefit.
Besides, there has to be an agency or mechanism to ensure
that there isn't multiple supply of the same services - for example boats after
Tsunami and medicine after every flood.
With CSR coming in now in a big way, the corporate sector wants to
ensure that there are no duplication and or reduction of such situation during
this time.
